The program is designed to provide financing to repair income eligible and owner-occupied homes in need of essential health and/or safety improvements. Services provided under the Housing Rehabilitation Program are funded by HUD though the Housing and Community Development Block Grant Program awarded to the City of Fresno. Self-Help Enterprises is a sub-recipient responsible for administering the program.
