Disaster Recovery Manufactured Home Replacement and Elevation Program (DR MHRE)

California experienced a series of severe winter storms in late 2022 and early 2023 that resulted in extensive flooding, landslides, and mudslides. These events caused widespread damage across the state and led to a federal disaster declaration under FEMA DR-4683. Manufactured homes in mobile home parks were among the most affected housing types because many were situated in areas with elevated flood risk.

In response, the U.S. Department of Housing and Urban Development allocated 115,022,000 dollars in Community Development Block Grant Disaster Recovery funds to support long term recovery needs in California. The California Department of Housing and Community Development developed an Action Plan to guide the distribution of these funds. Within this allocation, 35,250,000 dollars was designated for the Manufactured Housing Replacement and Elevation Program. The program is designed to replace and elevate storm damaged manufactured housing units to improve safety, strengthen resilience, and reduce future flood risk.

Self Help Enterprises was awarded more than 21 million dollars to assist manufactured home owners in San Joaquin and Merced Counties. Through the MHRE Program, eligible homeowners whose units were damaged or destroyed may receive grants to replace and elevate their homes. The program prioritizes very low, low, and moderate income households and aims to restore access to safe, sanitary, and resilient housing.

  • While the use of web camera during the virtual counter appointment is optional, it’s recommended for a more engaging interaction.
  • During the virtual counter appointment, a Self-Help Enterprises representative can share their computer screens to provide visual assistance.
  • Prior to your virtual counter appointment, take time to plan and organize. Prepare an agenda and write down all your questions in advance for a productive session.
  • Review the checklist for all relevant documents that may be required alongside your application
