Permanent Supportive Housing Manager



Self-Help Enterprises has an opening for a Permanent Supportive Housing (PSH) Manager (or Assistant Director – DOE) in the Real Estate Development program with duties also to be completed for the Asset Management and Resident Services programs. The PSH Manager will work on affordable housing development projects, relationship development and the coordination of specific PSH services throughout the eight-county service territory. The PSH Manager will be a crucial link between rental housing project design in predevelopment, including space for resident services, feedback on unit configuration as it pertains to serving formerly homeless populations, furnishings, etc. Additionally, this position will build relationships with coordinated entry systems and/or Continuum of Care organization and will also track State and Federal policy pertaining to PSH best practices, policies and procedures and funding guidelines and regulations. This position will serve to advance Self-Help Enterprises’ efforts to provide meaningful housing opportunities to all community members, including those experiencing homelessness and individuals with mental health, behavioral health, and other barriers to securing housing and remaining successfully housed.

Qualifications should include the ability to communicate effectively orally and in writing, experience with serving individuals and families experiencing homelessness, ability to problem solve and brainstorm creative solutions in challenging situations, and general social service and/or homeless housing experience. Any equivalent combination of knowledge, skills, abilities, education, and experience, up to and including a Bachelors of Social Work or related degree (or equivalent experience), Master’s Degree preferred. At least 2 years’ experience in homeless services or related field. Crisis intervention experience, and familiarity and comfort working with issues related to homelessness, substance abuse, mental health diagnosis, and history of trauma preferred.

Must be able to work independently and as a team member, be detail-oriented and maintain confidentiality of information. The ability to work effectively on multiple projects with tight deadlines is essential. Successful applicants will be self-starters and will demonstrate strong computer (Word, Excel, Outlook, Publisher, Powerpoint, etc.) skills.

Depending of skill, education, and experience the right candidate may be hired at any of the PSH Project Manager, Manager, or Assistant Director levels.

Responsibilities


  • Identification of key PSH partners, including (but not limited to) Continuums of Care, County Health and Human Services departments (i.e. Behavioral Health), local services providers, coordinated entry program managers, behavioral health service providers, housing authorities etc. (“Key Partners”).
  • Facilitate relationship development and collaboration with key partners.
  • Seek out funding sources and prepare grant applications for funding for the expansion of resident service programs serving PSH units.
  • Work with partners and community groups to link existing community programs to SHE’s rental community residents.
  • Prepare proposals, reports, and other written assignments.
  • Assess and document housing and community development needs, specific to the challenge of homelessness and households at-risk of homelessness, in communities through research and contact with community-based organizations and service providers.
  • Track State and Federal policy pertaining to PSH, including commenting on regulation development, tracking best practices such as housing first and low-barrier housing, and other funding and regulatory issues;
  • Represent SHE to community groups, partners, and funding sources.
  • Assist with updating and maintenance of SHE’s rental application and lease materials to ensure low-barrier housing and equity, access and inclusion.
  • Develop procedures for on-site coordination between service providers, the County and other public agencies, and SHE’s property management company.
  • Oversee contracts for resident and behavioral health services in rental communities with PSH units, including MOUs, service plans, leveraged services and in-kind commitments, and the provision of services from the County through No Place Like Home commitments.
  • Assist in the development of a PSH project specification for common areas and other service provider spaces, standard product selection for furnishing PSH units, welcome home kits (bedding, cleaning supplies, etc.) and other support materials for PSH residents; coordinate with Project Managers and design professionals to provide feedback and consultation during project design.
  • Represent SHE at Continuum of Care meetings and other community efforts pertaining to identifying communitywide homeless solutions.
  • Coordinate non-behavioral health resident services and behavioral health services at rental communities with PSH units; potentially manage staff implementing residents services and PSH sites.
  • Serve as the interface and liaison between Real Estate Development and Asset Management in the development and operation of PSH units.

GENERAL RESPONSIBILITIES

  • Provide leadership to program staff and the organization in carrying out the programs and mission of SHE.
  • Seek appropriate financial resources to maintain, expand and improve program efforts.
  • On-going in-depth review and analysis of program operations, community needs, and program resources.
  • Ensure program staff members are well-trained, well supported, and provided a safe work environment.
  • Assure compliance with SHE policies and with quality and cost standards at all program levels.
  • Maintain effective communication with SHE partners, funders, and regulators in a way that furthers positive working relationships.
  • Prepare program and project budgets; review fiscal data, effectively manage within budget.
  • Represent SHE to communities, agencies, the media, and participants.
