Multi-family housing (MFH) is another answer to the need for affordable housing. The concept of community and teamwork are emphasized in resident participation and responsibility in management.

Recognizing that only one in five families qualifies for homeownership programs, SHE has expanded its mission to include the development of rental housing to address the unmet needs of low-income Valley residents.

Today, SHE owns and operates 747 units of farm labor and family rental housing and is in the development process for over 300 additional units. These projects are financed through Low Income Housing Tax Credits, HOME, HCD, HUD, Rural Development, Federal Home Loan Bank, Redevelopment Agencies, city and county programs and conventional financing. In addition, SHE provides technical assistance to Public Housing Authorities for the development of farm labor housing and has co-sponsored a housing project for the developmentally disabled with a local nonprofit organization.

The working priority is the development of family housing, with ample space inside the units and out. This translates into designing and building lower density complexes with plenty of green space and play areas for children. Each development has a large complement of three- and four-bedroom units.

A primary focus of each development is resident participation and responsibility. While SHE provides onsite property management services at each project, it is understood that the residents are the active participants in the housing community. House rules are strictly enforced for the benefit of residents. In order to foster self-sufficiency sites are developed with Community Center buildings, which can be used for preschool, day care, resident meetings and other purposes.

SHE is an active landlord in overseeing all aspects of property management and resident services. Rent levels and financing plans are established to ensure that projects remain affordable in perpetuity, while properly maintaining and improving the buildings and grounds. As the owner of rental housing, SHE is committed to being the best neighbor possible in the communities where the Multi-Family Housing properties are located.
